Union Leaders To Members: Reject Contract Proposal - Money News ...
CONCORD, N.H. -- Union leadership voted Monday night to reject a proposed contract that leaves hundreds of New Hampshire state employees' jobs in the balance.
The tentative contract agreement was reached with the state last week. The governor had said that if the deal failed, pink slips could start going out to state workers early next month. Union officials criticized Gov. John Lynch for using the threat of hundreds of layoffs to get an agreement. "It's really unfortunate that the governor is using public scare tactics to coerce his own employees and divide them against themselves to achieve the deal he wants," said union president Gary Smith. Following a three-hour meeting Monday night, the union's bargaining senate voted to send the tentative contract agreement to all members for a vote with the recommendation to reject it. "If we would all work together with the governor's office and with the Legislature, they could see a solution that isn't going to be as harmful to as many people," said Diana Lacey, the State Employees Association negotiating chairwoman. The deal, which resulted from months of arduous negotiations, includes 19 unpaid furlough days for state workers, the elimination of briefing pay for corrections officers and changes to health coverage. "This is absolutely a no-win situation," Smith said. "Either $25 million is extracted from 10,000 state people or 750 or more people are going to lose their jobs." In reaction to the union leadership's decision, gubernatorial spokesman Colin Manning told WMUR News 9, "The governor thinks it's important this contract is approved to avoid layoffs. The state is moving forward with plans to implement layoffs -- plans that began in July, before this tentative contract. The governor is hoping to avoid these layoffs, and to do that, the contract must pass."
